A range of gambling activities are already authorised by the Act, by existing Regulations and some are further added by the new Regulations which came into force on 22 July 2025. Securing UKGC licenses, prioritizing AML and responsible gambling, and staying updated on UK casino regulations are non-negotiable. Under the Proceeds of Crime Act 2002, casinos must implement strict AML casino laws to prevent illicit funds from entering the gambling ecosystem. Multi-staking category B cabinets provide customers with the choice of staking at different levels and therefore below the maximum stake permitted. The equalising of these machine types may come at significant costs for some businesses.
Subsequent annual fees are due on each anniversary of the licence issue date. The first annual fee is due 30 days after the licence is issued and is reduced by 25%. In 2024–25, 3,491 personal licence applications were submitted, with 95% processed within eight weeks. Personal licence applications require identity documentation, address history, employment history, a police report, a credit report, and (in some circumstances) a statement of assets and liabilities. In the 2024–25 reporting year, 156 new operating licence applications were submitted and 75% were processed within 16 weeks. Small-scale operators (SSOs) may be exempt from the PML requirement and instead hold an Annex A authorisation.
We do not view this as a necessary player protection for these lower stakes machines and we are conscious that it could impose a barrier to implementing direct debit card payments, particularly on machines such as crane grabs. We propose that Category D machines are not required to show net position or session time. Industry also stated that it is a different environment to online gambling where this information can be displayed at all times without impacting the customer’s privacy or influencing other player’s behaviours. In contrast, most industry responses were concerned that customers may use this information to incorrectly determine that a machine is due a pay-out and therefore could lead to people spending more on a machine.
